You should have researched the definition of the word 'refractory' while in that library. The word means 'stubborn; resistant; not yielding to treatment' (Concise Oxford Dictionary). In other words, the organism to be developed was to be resistant to our immune processes; we would have no immunity to it and be unable to mount a successful immune response. It would be resistant to antibiotics. There are numerous possibilities that fit this description, but HIV is not one of them. No, Virginia, this is not HIV, and you have been sold a bill of goods by someone with insufficient mastery of the English language (or someone who is determined to manufacture conspiracies in spite of the facts).
